- aspects of training service delivery
- RTO behaviour in the market
- potential misconduct including misclaiming of training funds.

In the event that a complainant (as an individual or organisation) is unhappy with the response to a complaint lodged with the Department – and have exhausted the review process offered by the Department – a complaint can be lodged with a number of external complaint investigation agencies.
