Contracts between the Department and training providers, including individual TAFE institutes, for the delivery of government subsidised training.
The contract and related guidelines set out the requirements that training providers must abide by to maintain compliance as contracted providers in receipt of government subsidy. They also set standards of behaviour and minimum requirements for the delivery of training services.

Contracted training providers should always refer to any contract notifications on the Skills Victoria Training System (SVTS) to ensure they are referring to the most up-to-date version of the contract.
Skills First Program Arrangements
The Department is pleased to advise that it will offer currently contracted Training Providers an extension to their 2018-19
Skills First VET Funding Contract for a period of one calendar year, to 31 December 2020.
Training Providers holding a 2018-19 Skills First VET Funding Contract will be invited to participate in the usual process to determine allocations for 2020, including submissions of Program Delivery Plans following publication of the 2020 Funded Course List and Jobs and Training Needs Report. Choosing to participate in this process will act as confirmation of a Training Provider's acceptance of the extension offer (or otherwise).
This decision has been made having regard to Skills First training market performance in meeting the skills needs of Victoria, and with a view to providing early advice and certainty for Training Providers as they plan for 2020.
At the same time, given the stability and performance of the current Skills First training market, the Department has determined that it will not run a Provider Selection Process for new entrants for 2020.
