February School Census Enrolment Verification Program

Purpose of this topic

To provide an overview of the February School Census Enrolment Verification Program.


The purpose of the program is to ensure that census returns are compliant with census guidelines.


Each year Victorian government schools complete and submit a February School Census Return.

Census verification is done by contract enrolment verifiers.

Step Who Description



Completes and submits the February School Census Return.


Performance and Evaluation Division

  • Receive and validate the data contained in each return.
  • Coordinate the enrolment verification program including  appointing the enrolment verifiers.

Note: A sample of 500 schools is selected from all regions and includes all school types.  A risk profile methodology is used taking into account previous enrolment verification results and the last time a school's enrolments were verified.



Once all census returns have been submitted the verification of the enrolment data from the February School Census  occurs, via a

  • visit to the selected school.

This work usually begins in the fourth week of Term 2, for a four week period.



  • Where necessary the enrolment figures are adjusted.
  • Forward confirmed enrolments to the Department's Financial Services Division.


  • These revised enrolments are used as the basis for calculating the school's revised Student Resource Package.
