Early childhood teacher validation process

The early childhood teacher validation process allows eligible early childhood teachers employed under the Victorian Early Childhood Teachers and Educators Agreement 2016 (VECTEA) and Early Education Employees Agreement 2016 (EEEA) to undertake a process for salary progression involving an independent assessment to ‘validate’ or endorse reclassification from Level 2.5 to Level 3.1.

Service providers in receipt of kindergarten funding are required to provide eligible teachers with access to the early childhood teacher validation process.

Applying for validation arrangements from now until 28 February 2021

The process to make new early childhood enterprise agreements is well advanced. However, there are a number of steps still to be taken before the new agreements are finalised.

The current validation process set out in the VECTEA 2016 and the EEEA 2016 will continue to apply during this interim period, with some new administrative arrangements, as set out below.

Notice of intention

Eligible teachers who wish to validate under the provisions set out in the VECTEA 2016 and EEEA 2016 must submit their ‘Notice of Intention’ no later than 18 December 2020.

Teachers must submit their Notice of Intention form (below) to kindergarten.funding@education.vic.gov.au

The Department will acknowledge receipt of the Notice of Intention within five working days, will make sure that the teacher receives an Application for Validation template and will advise the teacher where to submit their Application for Validation.

Application for validation

Eligible teachers who have submitted a Notice of Intention by 18 December 2020 will have until 28 February 2021 to submit their Application for Validation.

If a Notice of Intention is not submitted by 18 December 2020 the teacher will not be able to submit an Application for Validation.

Once the Application for Validation is submitted, the assessment process will be undertaken in accordance with the provisions of the VECTEA 2016 and EEEA 2016.

Progression from level 2.5 to level 3.1

The proposed enterprise agreements set out a new process for progression from Level 2.5 to Level 3.1 from March 2021.

Should the enterprise agreements be endorsed by the Fair Work Commission (following an employee ballot supporting the proposed agreement/s), validation will no longer be required for teachers to progress from Level 2.5 to Level 3.1 for teachers.

The new progression process will apply effective from 1 February 2022.
