Information about the transition to the National Disability Insurance Scheme (NDIS), Victoria's Quality and Safeguarding arrangements and other information for ECIS service providers.

The National Disability Insurance Scheme (NDIS)

The NDIS is a nationalised approach to providing individualised support and services for people with disability, their families and carers to achieve their goals and aspirations.

The NDIS will roll out progressively over three years in Victoria from July 2016 and will mean changes in the way Early Childhood Intervention Services (ECIS) are accessed and the funding arrangements for service providers.

Victorian funded ECIS will transition into the NDIS, area by area, between July 2016 and June 2019.

The roll-out has been carefully planned to give everyone the time, information and resources to move from the current state-based ECIS system to the NDIS.

Maintaining quality standards throughout transition

The Commonwealth and Victorian Government agreed that existing quality standards would be continued and strong safeguards would be maintained during this transition period.

As the NDIS is rolled out, new arrangements have been put in place to make sure that children continue to be adequately protected.

A number of new providers are expected to seek to enter the market to deliver services for children with a disability or developmental delay.

Both governments will make sure these new providers meet the appropriate standards to deliver quality services to young children.

Delivering Early Childhood Supports under the NDIS 

The NDIS registration group Early Childhood Supports has been deemed a support that is 'in-scope' of Victorian Quality and Safeguarding arrangements.

Early Childhood Supports provide a range of therapy interventions in a collaborative environment designed to enhance development and maximise the potential of a young child who has a disability or developmental delay. The Early Childhood Supports registration group covers the following NDIS support items:

  • Transdisciplinary early childhood intervention
  • Specialised individual therapy for early childhood
  • Specialised group early childhood interventions

Under these arrangements, providing proof of status as a Victorian or Commonwealth Approved NDIS Provider is a pre-requisite for finalising NDIS registration to deliver Early Childhood Supports in Victoria.

Current funded Victorian ECIS providers hold Victorian Approved NDIS Provider status to deliver Early Childhood Supports .

Providers who were registered with the Commonwealth, prior to 1 July 2016, to deliver Helping Children with Autism or Better Start early childhood intervention programs in Victoria, hold Commonwealth Approved NDIS Provider status to deliver Early Childhood Supports.

Where a provider does not have proof of either Commonwealth or Victorian Approved NDIS Provider status to deliver Early Childhood Supports, they will need to apply for Victorian Approved NDIS Provider status.

Apply for Victorian Approved NDIS Provider status to deliver Early Childhood Supports

Providers seeking to apply for Victorian Approved NDIS Provider - Early Childhood Supports status should email the Victorian Government Triage portal and include a copy of the registration letter/email they have received from the NDIS. Triage will record details and forward the application to the Department.

The Victorian Government Triage is managed by the Department of Health and Human Services and can be contacted via email: hsstandards@dhhs.vic.gov.au

The Department will then contact the provider with details of the application process for providers of Early Childhood Supports.

Applying for Victorian Approved NDIS Provider - Early Childhood Supports status includes undertaking a self assessment and quality improvement plan against the Victorian Early Childhood Intervention (ECI) Standards 2016 that demonstrates the provider's suitability to deliver Early Childhood Supports.

Providers must complete:

and submit both documents to the Department's Early Childhood Intervention Application Assessment Team for review. Further details on this process are provided in the Fact Sheet.

Maintaining Victorian Approved NDIS Provider - Early Childhood Supports status

Maintaining Victorian Approved NDIS Provider status requires all Early Childhood Supports providers to:

  • Undertake an independent review against the ECI Standards within the required time frame
  • Achieve and maintain verification against the ECI Standards
  • Comply with the conditions listed in the NDIS Guide to Suitability (updated July 2016). For further information please check the NDIS website: NDIS provider guide to suitability
  • Comply with Victorian Government Departmental monitoring.

Providers are required to purchase their independent review against the ECI Standards from one of the Department endorsed independent review bodies. For a list of the Department approved independent review bodies, see: DET IRB panel providers (docx - 108.7kb) .

Providers must submit evidence of their compliance with the ECI Standards to the Department, using certification provided by their independent reviewer in order to maintain their approved status.
