Roadmap to reopening early childhood education and care services

Victoria’s reopening roadmap outlines the following key dates and steps in relation to early childhood education and care (ECEC) services.

This includes long day care, family day care and integrated and sessional kindergarten programs.

Metropolitan Melbourne

Current arrangements

Under the First Step of the roadmap, services offer on-site education and care for children of permitted workers (under the Permitted Worker Permit Scheme) and vulnerable children only.

From Monday 28 September

Subject to Second Step thresholds being met, ECEC services (except for outside of school hours care and vacation care) with a COVIDSafe Plan offer on-site education and care for all children, with appropriate health and safety measures in place (unless instructed by the Department of Health and Human Services (DHHS) to close).

Parents or carers no longer required to supply permits for children to attend on-site.

Rural and regional Victoria

Current arrangements

Under the Third Step of the roadmap ECEC services (except for outside school hours care and vacation care) with a COVIDSafe Plan should offer on-site education and care for all children, with appropriate health and safety measures in place (unless instructed by the Department of Health and Human Services (DHHS) to close).

From Monday 28 September

ECEC services (except out of school hours care and vacation care) with a COVIDSafe Plan, should continue to offer on-site education and care for all children, with appropriate health and safety measures in place (unless instructed by DHHS to close).

Statewide

From Monday 5 October (start of Term 4)

Services with a COVIDSafe Plan to offer sessional kindergarten programs for all children, with additional health and safety measures in place (unless instructed by DHHS to close).

These changes remain subject to the advice of the Victorian Chief Health Officer.

ECEC operations

ECEC services can continue to operate unless instructed otherwise by DHHS.

Children can continue to attend more than one ECEC service, such as a sessional kindergarten program and a long day care service.
