Reporting

Pre-accredited training

All government funded pre-accredited training delivery must be reported quarterly against each milestone, as a contract requirement. Where possible, providers are encouraged to report their delivery monthly through the Learn Local provider’s Student Management System (SMS), to the Skills Victoria Training System (SVTS).

Data that is not successfully uploaded into SVTS will be deemed as training that has not been delivered.

The Victorian VET Student Statistical Data Collection Guidelines is the primary reference when reporting data to SVTS. Specific exceptions relating to agreed Service Agreement and Delivery Plan are detailed in the 2023 Pre-accredited Training Data Entry and Reporting Guidelines for General Pre-accredited and Digital Skills delivery which are available below:

Data regarding fee-for-service pre-accredited training delivery can also be updated through SVTS, although this is not mandatory.

Data collection assists the Adult, Community and Further Education Board to plan, support and monitor further education and training. The guidelines incorporate Australian Vocational Education and Training Management Information Statistical (AVETMIS) Standard.

Accredited training

All Registered Training Organisations – including those that are community training providers – delivering government-funded accredited training are required to submit monthly data to Skills Victoria Training System (SVTS). The data files that must be submitted are specified in the File Structures section of the VET Student Statistical Collection Guidelines.

Surveys

2022 VET Student Satisfaction Survey

In 2022, learners in pre-accredited education and training were again included in the vocational education and training (VET) Student Satisfaction survey.

The 2022 Pre-accredited Learner Survey of 2021 learners in pre-accredited programs had a response rate of 35.2% (5,564 learners). The survey results indicated very high learner satisfaction with teaching and learning:

  • 89 per cent of respondents indicated they were satisfied with their training.
  • 91 per cent would recommend their Learn Local provider.
  • 86 per cent reported positive perceptions of teaching.
  • 83 per cent indicated they achieved their main reason for training.
  • 92 per cent were satisfied their provider had identified their learning needs.
  • 85 per cent were satisfied that their pre-accredited course addressed their learning needs.

Employment outcomes for the 2021 cohort of pre-accredited training show several key employment improvements following pre-accredited training, including:

  • improved employment (up by 6.5 percentage points)
  • decreased unemployment (down by 3.1 percentage points)
  • increased volunteering and unpaid work (up by 0.1 percentage points)
  • increased workforce participation (up by 3.4 percentage points).

Approximately 30 per cent of learners undertook pre-accredited training for work-related reasons. These contributed most to the overall improvements in employment outcomes for learners. They accounted for more than two-thirds of the increase in employment, decline in unemployment and increase in labour force participation.
