Purchasing Senior Secondary Education and Training from External Providers
Youth Transitions Division of DEECD have developed a range of documents to assist government schools meet their accountabilities when purchasing senior secondary education and training from external providers.
Examples of education and training services purchased from external providers include the delivery of VET in Schools programs and the non-VET elements of VCAL. It is important to note that different documents are used in different situations. An outline of each document is listed below. It is recommended that schools read the attached guides before using any contract or Memorandum of Understanding.

Contracts and Memorandum of Understanding
- Standard Community VCAL Contract (Word - 601Kb) - to be used in all Community VCAL arrangements between schools and external providers.
- VET Contract (Word - 242Kb) - should be used when a school is purchasing VET services from an external provider.
- Non-VET Contract (Word - 231Kb) - should be used when a school is purchasing non-VET services from an external provider.
- Combined VET and non-VET Contract (Word - 351Kb) - should be used when a school is purchasing both VET and non-VET services from an external provider.
- Memorandum of Understanding (Word - 75Kb) - between Government Schools should be used when the purchasing of VET or non-VET services is only between two government schools.
- Parent Consent Form for Participation in a VET in Schools Program with an External Provider (Word - 41Kb) - a standard form which should be used for students participating in a VET in schools program and signed by the parent
