This website was developed from work undertaken during the Department's innovation projects, trials and research from 2007 to 2011.
We hope the material on this website encourages and stimulates you to try innovation in your local setting and supports you in developing and sharing your ideas.
The Department's model of innovation comprises three stages:
- Stimulate – system level reflection. Look at what’s happening and what’s been tried. Explore new ways and add new ideas.
- Incubate – local level action. Test ideas and develop the ones that work. Support change leadership and create communities of practice.
- Accelerate – system learning. Share what has been learned and scale-up the ideas that worked.
These stages are based on the Three Diamond model from The Innovation Unit (UK)

The Department has instigated and supported a variety of field trials and action research projects in the past.
