With over 580,000 students in more than 1,520 government schools, Victoria has a strong and vibrant education system that celebrates diversity, and is committed to supporting the achievement and participation of all students. The Department of Education and Training is committed to delivering an inclusive education system that ensures all students have access to a quality education that meets their diverse needs.

The Department provides a range of policies, programs and resources for schools to support the delivery of high quality schooling for all students, including students with disabilities. These resources may be provided in the Student Resource Package, through student support services including psychologists, social workers, youth workers, speech pathologists and visiting teachers or through specific early identification and intervention programs. The Program for Students with Disabilities is one such form of provision available to schools.

The Program for Students with Disabilities provides supplementary resources to schools to support the education of students with disabilities with moderate to severe needs. These students must meet the eligibility criteria for one of seven program categories. The eligibility criteria were developed from guidelines set by the World Health Organisation.

The seven categories are:

  • physical disability
  • visual impairment
  • severe behaviour disorder
  • hearing impairment
  • intellectual disability
  • autism spectrum disorder
  • severe language disorder with critical educational needs.
