What is SCAS?
The Department has introduced an online Student Conveyance Allowance System (SCAS) to replace the previous paper based system. SCAS is available to all schools (government and non government) eligible to participate in the Conveyance Allowance Program.
SCAS is designed to support changed and improved business processes that include:
- Interface with CASES21 to access government school student data.
- Importing non government school student data using extracts from existing administrative systems.
- Recording student transport information on a per student basis.
- The performing of key eligibility checks by the system to assist schools in authorising applications.
- Lodgement of supporting documentation for consideration by the Family Payments Unit.
- Online lodgement of claims.
- The reporting of payments made to applicants.
- The provision of on line access to the status of claims during processing.
- The roll forward of applications at the end of each school year.
Who can use SCAS?
From 2013 SCAS must be used by any eligible government or non government school to apply for a conveyance allowance on behalf of families.
Schools use SCAS to record details from the conveyance allowance application forms submitted by parents/guardians.
Each term, schools use SCAS to submit a claim for all eligible students to the Family Payments Unit.
How do I obtain access to SCAS?
School based staff need to complete and submit a user details form to be given access to SCAS.

How distance is calculated on SCAS
SCAS uses the student’s home property coordinates and road information in a similar way to GPS devices. SCAS constructs a route between the student’s address and the school attended. The route calculated and displayed should be by all-weather public roads. SCAS also produces a table showing distances to nearby like schools to assist schools in determining whether the school attended is the student’s nearest. As with GPS devices it is possible that the route constructed by SCAS cannot be driven or is incorrect. Evidence is required showing why the system generated distance is incorrect.
Please Note: The distance of the route does not include private driveways. SCAS uses a similar methodology to the online versions of Google and Bing to determine and measure a route. However SCAS uses the shortest distance between two points where Google and Public Bing use the shortest time.

SCAS training and support (for all schools)
There is a SCAS Training System, as well as self-paced online training modules. When school based staff complete and submit a user details form to be given access to SCAS they will now also be given access to the SCAS Training System.
