School Contract Cleaning - Panel Status

Panel Status

The Application for Panel Status is the first stage of a process that allows the Department to develop a Panel of approved tenderers meeting professional standards in the industry, with the technical expertise, business skills and management knowledge to provide cleaning services to Victorian Government schools.

Panel Status will be granted to cleaning businesses that meet the defined assessment criteria as outlined in the relevant Guide.

Eligibility for Panel Status

All cleaning contractors that are able to service Government schools are eligible to apply for Panel Status.

They include:

  • Contractors with employees (who are required to submit the Application designed for contractors with employees); and
  • Proprietor Labour contractors (who are required to submit the Application designed for Proprietor Labour contractors).

Requirements for Panel Status

Applicants must provide evidence that they meet the following assessment criteria. Proprietor Labour Applicants are exempt from those criteria marked with an asterisk*.

1. Sound practices to promote Occupational Health & Safety (OHS)

The Victorian Government places high importance on the safety of students, staff and other persons working in government schools. Applicants will be required to provide evidence of:

  • Current Occupational Health & Safety policy
  • Occupational Health & Safety risk assessment
  • Occupational Health & Safety Compliance and Incident History
  • Chemical Management
  • First Aid Arrangements
  • Occupational Health and Safety Training Requirements *
  • Maintenance of cleaning equipment
  • Hazards and accidents
  • Personal protective equipment

2. Sound practices in human resource management

There will be an assessment of the contractor’s practices in human resource management based on:

Compliance and commitment to an equal opportunity and harassment-free workplace

  • Management structure *
  • Management qualifications *
  • Corporate history
  • Current management systems *
  • Professional and Industry Organisations
  • Specialist skills and subcontracting
  • Criminal matter relating to officers, shareholders and employees

3. Compliance with relevant Industrial Awards/Instruments*

The Victorian Government requires that all contractors providing services to government demonstrate ethical employment practices. Contractors must provide evidence in relation to:

  • Industrial instruments
  • Employee details
  • Superannuation details
  • Compliance with industrial minimums
  • Industrial history
  • Processes for resolving grievances or risks
  • Past directorships

4. Ability to effectively manage contractual commitments

There will be an assessment of the contractor’s ability to effectively manage contractual commitments based on:

  • Financial history
  • Insurances
  • Current and former cleaning contracts*
  • Quality assurance criteria*

5. Ability to provide client focussed services

There will be an assessment of the contractor’s ability to provide client focussed services based on:

  • Referees
  • Contract cancellations
  • Conflicts of interest
