The Plan is implemented through its Building Futures policy framework.

Building Futures provides a structure within which school communities and Regional Offices can plan their infrastructure needs for new and existing schools.
The policy aims to ensure that expenditure on educational assets provides Victorian communities with access to a modern curriculum, individualised learning opportunities and excellent school facilities.
