Temporary Release of Employees to External Organisations
Employees may be granted leave to undertake employment with external organisations that:
- are in partnership with the Department, or
- are in the education or training field (e.g. education faculties in universities, ANTA, ACER, IPPA), or
- undertake work directly relevant to the activities of the Department (such as an education officer in a professional organisation), or
- are engaged in activities to which the State or Commonwealth has agreed to provide assistance.
Applications for leave to work for an approved external organisation should be referred to the principal in respect of teaching service employees or the appropriate General Manager/Regional Director in respect of VPS staff. Where an application for leave is received, it should be forwarded to the General Manager, Human Resources Division, together with the principal/manager's recommendation.
Leave may be on a part-time or full-time basis for a maximum of three years and a minimum of three months (to take effect from and cease at the commencement of a school term for teaching service employees). Extensions of leave beyond three years require the approval of the Secretary, or delegate, on the recommendation of the principal for teaching service employees or the General Manager/Regional Director for VPS staff.
Where leave is approved, the employee will be on leave without pay from the Department and paid by the external organisation. However in some cases the Department may agree to salary reimbursement arrangements.
Secondment/temporary assignment elsewhere in the public service or within the Department
Where an employee is selected for a secondment or temporary assignment to another position elsewhere in the public service or within the Department, their release to take up the position is subject to the employee’s manager or principal agreeing to the release for the duration of the placement.
A request for early resumption in an employee’s substantive position during an approved period of secondment or temporary assignment to another position will be considered having regard to the school or workplace’s ability to accommodate the employee’s early resumption in the light of the arrangements made to replace the employee during the secondment or temporary assignment period.
