 Career Structure - Victorian Public Service

The Department of Education and Early Childhood Development employs Victorian Public Service (VPS) staff in a wide range of roles - the majority of whom are employed in non school locations, either in Head Office or in a regional office. The type of work performed by these staff generally falls into one or more of the following categories :

  • Jobs with an administrative or corporate focus (eg. executive and office support, human resources management, financial and physical resources management, corporate relations, communications, information technology, legal services);
  • Jobs with a general policy or advisory focus (e.g. strategic planning, resource allocation, performance review and audit, HR policy, legal services);
  • Jobs with a portfolio specific focus (eg. educational policy and curriculum development, monitoring and regulation of children's services, youth initiatives, special educational programs or initiatives);
  • Executive positions (i.e. the Department's senior management).

Most of these jobs do not require formal academic qualifications although relevant tertiary training is highly valued. In some cases (eg. legal officers), the possession of an appropriate university degree will be mandatory in order to gain appointment. Education specific vacancies will normally require a good understanding of the school system and training and/or experience in the education field. Various generic attributes such as interpersonal, communication and team skills, flexibility, innovation and customer service skills will generally be prominent in the selection criteria for VPS vacancies in the Department.

The Department also employs VPS staff in jobs with a clinical or case practice focus such as school nurses and early intervention allied health professionals, all of which require formal academic qualifications in the appropriate field.

In addition, the Department currently employs a number of VPS staff in school locations to deliver student support services in areas such as psychology, social work and speech pathology, all of which require formal academic qualifications in the appropriate field. With the transfer of management responsibility for student support services to school networks, these positions will be advertised in the education support class structure as vacancies arise.
