Discussion paper series

The Discussion Papers are based on national and international trends in services provision for students with disabilities and additional learning needs. Their underlying principles are:

  • All students have the potential to learn
  • Students with disabilities and additional learning needs have the right to access services and participate on the same basis as other students
  • Delivery of an inclusive education system must be supported with a commitment to quality services provision at all levels of the system, including through better targeting of resources
  • A greater focus on early identification and appropriate interventions can significantly improve life opportunities for children in this cohort
  • Parents should be able to feel confident that their child is receiving the best possible education in a Victorian Government school
