Children's Services Regulations Review Completed
Hon John Brumby MP, Premier and Maxine Morand MP, Minister for Children and Early Childhood Development launched the Children’s Services Regulations 2009 on 21 May 2009. The Children’s Services Act 1996 and the Children’s Services Regulations 2009 commenced on 25 May 2009.
The Department would like to thank all those who contributed feedback and attended information sessions during the consultation period. The issues raised have helped inform the development of the final regulations.
Over 730 submissions were received in response to the Draft Regulations and RIS and over 1600 attendees participated in consultation sessions. The issues that elicited the largest amount of feedback have been addressed by Minister Morand in her Statement of Reasons (PDF - 35Kb)

Children's Legislation Amendment Act 2008
A new Act, amending the Children's Services Act 1996, has been passed by the Victorian Parliament and received Royal Assent on 3 June 2008. The new Act has some important implications for children's services, and it is important that all providers and staff understand the changes. Some of these provisions applied on June 3, 2008 and the remaining provisions came into effect on 25 May 2009.

Regulatory Impact Statement
The Draft (Children's Services Regulations 2009) was launched on 21 January 2009 for public comment by Maxine Morand MP, the Minister for Children and Early Childhood Development. Together with the Draft Regulations, a Regulatory Impact Statement (RIS) was prepared. This outlines the impact that the Department anticipates the Draft Regulations will have on services, families and children, and explains the rationale behind the proposed changes.
Consultation sessions were held across Victoria throughout February and March. These sessions provided an opportunity for people interested in children's services to learn about, and discuss, the Draft Regulations. The consultation period closed on 23 March 2009.

Hard copies of the Draft Regulations and RIS were sent to all licensed children's services, all family day care services (with additional copies for all family day carers) and to all outside school hours care services.

A discussion paper
The Children’s Services Regulations Review: A discussion paper was released in March 2007 and responses to the issues it raised were invited for submission. Twenty-four consultation sessions were held within metropolitan and rural regions throughout March and April 2007.

A feedback report
The Children’s Services Regulation Review : A feedback report summarises the views expressed through the consultation period for the discussion paper. The submissions and feedback received during the consultation period assisted the development of detailed proposals for the new regulations for licensed children’s services, family day care and outside school hours care.
