Stage 2

The ECIS Reform Project will explore options for an evidence-based ECIS service delivery model, a streamlined ECIS program structure, the roles of government and the community sector in intake and service delivery, a governance framework and a new funding model.

ECIS Literature Review (December 2010)

To support the development of options for future ECIS service delivery, the Department commissioned the Centre for Community Child Health to develop a literature review of research concerning contemporary Australian and international evidence based service delivery models for children with a disability, developmental delay or additional needs.

A DVD of Dr Tim Moore presenting key ideas and questions for discussion from the Literature Review has been produced by Early Childhood Intervention Australia (Victorian Chapter), The DVD comprises four chapters each of which presents information and concludes with questions designed to promote reflection and discussion about the literature review and its implications.  It is a useful training tool for all ECIS professionals.

Victorian ECIS Quality Framework

As part of the ECIS Reform project, the Department is developing a Quality Framework for the ECIS sector.

The draft Victorian ECIS Quality Framework identifies desired outcomes for children, their families and community. It is designed to provide a structure within which the ECIS sector can continuously review and improve services and measure how they contribute to achievement of these outcomes.

A pilot project is underway in the Barwon South-Western and Southern Metropolitan regions until September 2011. The pilot will test that the draft Standards and components of the Quality Framework are meaningful for the ECIS sector and it will evaluate the learning and development approaches to support successful implementation of the Framework.
