ECIS Framework

In Victoria, Early Childhood Intervention Services (ECIS) provide specialist support to children with a disability or developmental delay, from birth until school age, and their families, who require a range of additional services and support not usually available through universal services.

ECIS is funded by the Department of Education and Early Childhood Development (DEECD) and provided by Community Service Organisations (CSOs) and Specialist Children's Services (SCS) teams.

ECIS are part of a comprehensive continuum of child and family universal and specialist services funded through the Victorian and the Commonwealth Governments, which include community health, family and parenting support, maternal and child health, kindergarten and childcare.

The ECIS Program Framework 2005:

  • Supersedes the DHS SCS Procedures Manual 1994;
  • Reflects the 1998 SCS Program Standards;
  • Promotes the development and implementation of evidence-based approaches in service delivery;
  • Promotes the coordinated and integrated delivery of ECIS across Victoria;
  • Supports individualised service approaches;
  • Promotes equity of access to services based on relative need;
  • Reinforces a service model based on family-directed outcomes and a philosophy of providing services within the "natural environment" i.e. within everyday routines, activities and places;
  • Identifies key service components within ECIS; and
  • Assists providers in understanding their roles and responsibilities with the service system.
