Best Start is focused on achieving significant improvements in outcomes for all children. Positive impacts will be felt throughout a child's life into adulthood and across generations as today's children become parents in the future.

Victorian Children's Outcomes Framework

The Victorian Children's Outcomes Framework provides a common basis for setting objectives and planning across the whole of Government.  The Framework sets out 35 aspects of a child's health and wellbeing, learning and development and safety that are essential for all children to thrive, learn and grow.

The framework recognizes that to achieve positive outcomes in these areas, children need

  • Parents and families who are able to care effectively for their child and are supported to act in their best interests
  • Communities that respect children and young people, value their diversity and culture and build connectedness and resilience amongst them and their families
  • The right mix of places, professionals and high quality programs to meet the changing needs and promote positive outcomes, intervene early and prevent harm.
