The limited available screen space is best utilized for displaying important navigation and content. Important navigation is that which is immediately relevent to the user on that page. However, secondary navigation that drills down further into to the site may be required on the page as well. In this case it should be placed at the bottom of the page.

Secondary links are included at the bottom of the page
Recommendation
Secondary navigation can be placed at the bottom of the page alongside other escape navigation, such as links to the parent page, to related content, to home or to a navigation listing.
Checking Tool
View the page on a mobile device and verify that secondary navigation is located at the bottom of the page.
