Due to the limited size of the mobile device screens, as much space as possible should be given to content. Important links should be made easily available, however other links can be placed elsewhere.

Only important links are provided at the top of a page
Recommendation
The mobile device screens have a portrait aspect ratio as opposed to the usual landscape aspect ratio for web-based browsers. This gives limited room for multiple navigation in order for vertical scrolling to be minimised.
Other secondary navigation should be placed at the bottom of the page.
Popular and frequently accessed links should appear at the top of the page.
