WCAG Guideline 14. Ensure that documents are clear and simple.

Mobile devices have small displays to present all content and navigation to the user. To provide as much requested information as possible "above the fold" i.e. in the screen area first presented to the user of their device, important information should presented first.

Recommendation

The user should not have to scroll significantly to find the primary content of the page.

Checking Tool

Check the page in a mobile device to verify that only a small portion of the screen is taken up with navigation links. Verify that the information at the top of the page is the most important on the page.
