Pages that make up a web site add to usability, the user's experience and to consistent site branding when all pages are thematically consistent and when the same components are presented on different devices.

Content will be used on many different devices and the user experience should be consistent when rendered by various devices and according to the intentions of the developer.

Recommendation

Test often using different mobile devices when developing content.

Checking Tool

Review the page on a mobile device in relation to other pages on the site, and test on different mobile devices to ensure the page and site are consistently displayed to the user.
