Colour contrast between foreground and background elements is important in a mobile environment due to the small size of the screen and the usually less than optimal viewing conditions of the screen. The best contrast can be ensured by using black text on a white background.

Primarily the site uses black text on white background
Recommendation
This should not limit the effect that the content author and page designer wishes to have on the viewer and other colours may be used where required as long as the contrast between the foreground and background elements is sufficient to allow the users to easily distinguish content.

View the page in a mobile device and verify that as much of the site as possible uses black text on a white background.
