Indicating that a hyperlink leads to an external site informs the user that they will be leaving the area of control of the web site provider. For legal reasons and to support trust by the user in the use and content of departmental web sites the user must be made aware when privacy and disclaimer provisions no longer apply as a result of navigating away from departmental web sites.
