WCAG Guideline 1. Provide equivalent alternatives to auditory and visual content.
It is very common to include video files in the Flash content. People who are deaf rely on what they see in a video to understand its contents. Providing the text equivalent of the video in captioned form enables them to access all the information in the video.
Requirement
All video content must have a captioned version.
Recommendation
Captioned content could be delivered through either importing already captioned content or using streaming XML caption data at run time.
Checking Tool
Tab through the Flash content to ensure it is not too complex and drill down navigation mechanisms are available.
