Create a basic form for readers to post comments to the blog entry, where required

Blogs are a communication mechanism between the web site author/owner and the target audience.
One mechanism to support this communication is to allow user comments which are posted on the blog. This can be done using a comments form at the end of the blog. The form does not need to be complex in order to get some response from the audience.
Requirement
Where user comment via a form is required, ensure that a basic form is available on the blog.
Recommendation
Basic formatting options for the form may be provided to the user making comments to allow for bolding, emphasizing, etc.
