Early Years Learning Framework
In December 2007, the Council of Australian Governments (COAG) agreed to a partnership between the Commonwealth and state and territory governments to pursue substantial reform in the areas of education, skills and early childhood development.
An Early Years Learning Framework for children aged 0-5 years is a key part of the reforms and it also informs the development of the Victorian Early Years Learning and Development Framework (birth to 8).
The Framework will be prepared in close consultation with the early childhood education and care community. A discussion paper has been written to form the basis for these consultations. See: The National Quality Framework for Early Education and Care: a discussion paper (http://www.dest.gov.au/sectors/early_childhood/policy_initiatives_reviews/coag/discussion)
The discussion paper is based on research undertaken on behalf of COAG. This research consists of:
- A research paper to inform the development of an Early Years Learning Framework for Australia (PDF - 735Kb)
This paper, prepared by Monash University, outlines information and possible core components of an Early Years Learning Framework. - Analysis of Curriculum Learning Frameworks for Early Years Literature Review (PDF - 956Kb)
This paper, prepared by RMIT University, provides an analysis of Australian and international curriculum frameworks for children birth to 8 - Analysis of Curriculum Learning Frameworks for Early Years Appendices (PDF - 933Kb)
This contains the appendices to the above research paper written by RMIT University.
The public consultations based on the discussion paper closes on Tuesday 19 September 2008. For more information, see: Have your say on early childhood education and care.
Feedback from these consultations will be used to inform the development of a draft Framework document.
Consultation on the Framework document will take place later this year.
