The Camps, Sports and Excursions Fund (CSEF) commenced in 2015 for four years and provides payments for eligible students to attend camps, sports and excursions.
The Victorian Government's $148 million initiative helps ensure all Victorian students can take part in school trips and sporting activities.
CSEF applications for 2017 open from term one 2017. Parents or legal guardians are required to submit a CSEF application form to their child's school.
Victorian Government Year 7 and Prep students (in 2017) who are CSEF recipients are also automatically eligible for a uniform support. For more information regarding this initiative please see

Families holding a valid means-tested concession card or temporary foster parents are eligible to apply. $125 per year is paid for eligible primary school students, with $225 per year paid for eligible secondary school students. A special consideration eligibility category also exists. Payments are made directly to the school and are tied to the student. It is expected that approximately 222,000 Victorian school students will directly benefit from the CSEF.
Criteria 1 - Eligibility
To be eligible for the fund, a parent or legal guardian of a student attending a registered Government or non-government Victorian primary or secondary school must:
- on the first day of Term one, or;
- on the first day of Term two;
a) Be an eligible beneficiary within the meaning of the State Concessions Act 2004, that is, be the holder of a Veterans Affairs Gold Card or be an eligible Centrelink Health Care Card (HCC) or Pensioner Concession Card (PCC) holder, OR
b) Be a temporary foster parent, and
c) Submit an application to the school by the due date.
Parents who receive a Carer Allowance on behalf of a child, or any other benefit or allowance not income tested by Centrelink, are not eligible for the CSEF unless they also comply with one of (a) or (b) above.

Criteria 2 - Be of school age and attend a Victorian school
School is compulsory for all Victorian children aged between six and 17 years of age.
For the purposes of CSEF, students may be eligible for assistance if they attend a Victorian registered primary or secondary school. Typically, these students are aged between five and 18 years.
CSEF is not payable to students attending pre-school, kindergarten, home schooled, or TAFE.
CSEF eligibility will be subject to the parent/legal guardian’s concession card successfully validating with Centrelink on either the first day of term one or term two.
Term one validation
If the parent/legal guardian's concession card successfully validates on the first day of term one, the application will be processed and the full annual payment will be made to the school from March, 2017.
For applications which fail the term one validation, but become valid on the first day of term two, the application will be processed and annual payment will be made to the school during term two.
The amount payable for eligible primary and secondary students is:
- $125 for Primary school students.
- $225 for Secondary school students.
The CSEF is an annual payment to the school of the eligible applicant.
The CSEF will be available for schools to enter application information into the online CSEF web system from term one each year.
CSEF payments will be processed directly to schools with the majority of payments to commence from March, 2017 onwards. The CSEF system will remain open during term one and term two for applications to be added.
CSEF payments are for the application year and cannot be claimed retrospectively for prior years.
How the CSEF is paid
School administrators enter the parent/legal guardian’s information from the application form into the online CSEF web system. Authorised school users can access the
CSEF web system.

Parents or legal guardians
Parents or legal guardians are required to complete a CSEF application form and lodge it with their child’s school for processing.
Application forms should be completed and lodged with schools as soon as possible in term one, as payments are made from March onwards. However schools will be able to accept and process applications up until the end of term two each year.

The CSEF system only allows one application per student. Parents in shared custody situations are encouraged to make decisions as to who applies for the CSEF. Schools should not be put into the position of arbitrating in decisions such as this.
