Paul Linossier

Paul Linossier - A/Dep Sec, OCPC

Prior to Paul’s appointment as the Executive Director of Early Childhood Development in October 2009, he was CEO of MacKillop Family Services. Mr Linossier has also held Director positions at Harrison Youth Services, Kildonan Child and Family Services and Moreland Hall and Orana Family Services. Mr Linossier has also run his own consultancy practice, specialising in strategic planning and organisational review. Paul trained in Social Work at Monash University and recently completed the ANZSOG Executive Masters in Public Administration.

Paul has been awarded a Centenary Medal for services to the welfare sector and the Robin Clark Memorial Award for Inspirational Leadership.

Acting Deputy Secretary, Office for Government School Education

John Allman

John Allman

John Allman commenced as Acting Deputy Secretary, Office for Government School Education in July 2011. Prior to taking up this position, he had held several general manager roles in central office.

John has over 25 years’ experience in the Victorian government school system, including four years as the head teacher of a one-teacher school in country Victoria. John has worked in the Department’s regional and central offices for the past eleven years and prior to this he was the principal of an inner metropolitan primary school with a diverse and vibrant school community. John has a M. Ed in Educational Management from the University of Melbourne and has a keen interest in leadership, school improvement and school and community partnerships.

Chris Wardlaw

Deputy Secretary, Office for Policy Research and Innovation

Prior to taking on the Deputy Secretary's role, Mr Chris Wardlaw worked in a variety of consultancy roles for the Department.

Mr Wardlaw has served as Deputy Secretary for Education (Curriculum and Quality Assurance) for the Hong Kong Government from April 2002 to September 2008. Before his appointment to Hong Kong, Mr Wardlaw had leading roles in a range of reform agendas in our Department.

In a parallel sporting career, Mr Wardlaw was the head coach of the Australian Track and Field team at the Sydney Olympic Games in 2000 and an Olympic distance runner.

Deputy Secretary, Skills Victoria

Kym Peake

Kym Peake, Deputy Secretary, Skills Victoria

Kym Peake joined Skills Victoria as Deputy Secretary  in early 2010.

Before moving back to Victoria, Kym worked in the Department of Prime Minister and Cabinet for 18 months as the executive coordinator, Productivity and Inclusion and as senior departmental advisor, Policy Liaison to the Prime Minister's Office.  

Kym has extensive experience working at a State and Commonwealth level, leading complex policy, legislation and service delivery reforms. In Victoria, Kym led reforms for at risk children and families, with a focus on valuing the strengths of every family, ensuring services meet the needs of vulnerable groups and addressing barriers to social and economic participation.

Kym also headed up a public sector governance practice at KPMG. In this role, Kym advised governments in Australia and Dubai on range of governance and strategy issues relating to urban development, affordable housing, emergency services, approaches to social regulation and the integration of health research, education and clinical service delivery.

Acting Executive Directors, Office for Resources and Infrastructure

Tony Bugden and Jim Miles are acting executive directors, fulfilling the duties of the Office for Resources and Infrastructure (ORI) Deputy Secretary.

Mr Budgen has responsibility for Human Resources, Information Technology, Projects and Information Strategy and Management.

Mr Miles has responsibility for Resources and Infrastructure Strategy, Financial Services, Infrastructure and Procurement.
