Blueprint Wider Workforce Forums
Purpose

A key priority of the Blueprint for Education and Early Childhood Development is the drive to improve the quality of the workforce in schools and early childhood services. Action 17 specifically sets out to trial innovative approaches to work organisation and explore models for teachers to work with other professionals.
The Innovation and Next Practice Division hosted a series of Blueprint Wider Workforce forums from 16 to 20 March 2009. The forums provided an opportunity for Principals, teachers and education support staff to participate in a forum designed to:
- Stimulate thinking about the Blueprint Workforce Reform Agenda
- Provide statewide professional learning on wider workforce research and practice
- Capture and share innovative local and international wider workforce models.
Presenters
Diane Joseph, General Manager, Innovation & Next Practice Division, DEECD
Diane Joseph set the context for the Blueprint Wider Workforce Forums. The workforce reform agenda is about attracting, recruiting and supporting the right people to do their jobs as effectively as possible and builds upon previous system developments including self-managing schools and Blueprint 1 leadership and development initiatives. Diane also discussed the international research base informing development of wider workforce models.
Dame Professor Pat Collarbone, Director, Creating Tomorrow Ltd and Former Executive Director of the national remodelling team in the UK
Dame Professor Pat Collarbone outlined the significance of workforce reform work in developing the 21st century school. Outlining the significant UK workforce remodelling work undertaken in UK schools and networks, she highlighted the key success factors that emerged through the process and the lessons learnt about managing workforce change in schools.

Ian Crouch, Managing Partner, Reveal Group
Ian Crouch drew on his extensive experience in the public and private sectors to highlight a variety of innovative workforce models and stimulate thinking about the key elements of successful workforce reform.
Regional School Panel
At each forum a regional panel made a presentation on wider workforce models currently operating in schools and discussed the future directions and ongoing challenges of workforce reform in Victorian schools.

Blueprint Next Practice Field Trials
The Blueprint Wider Workforce Forums provided a brief presentation on Blueprint Next Practice Field Trials. The field trials use a specific methodology to support and evaluate practitioner led innovation that has system value. 2009 – 10 trials will develop wider workforce policy and practice options for the system. To register interest in participating in the Blueprint Next Practice Field Trials please contact your Regional Network Leader and ask to be nominated on behalf of the region.
