Stakeholder Engagement Framework

Effective stakeholder engagement is critical to the Department’s successful delivery of learning and development outcomes for Victorian children, young people and adults. The Department’s work is increasingly delivered through partnership arrangements, including with education and training providers, business and industry, representative bodies and community organisations.

In recognition of the importance of stakeholder engagement, on 17 October, the Department released a new Stakeholder Engagement Framework. The Framework represents the Department’s ongoing commitment to work collaboratively and form and maintain inclusive relationships with its stakeholders. It has been developed in consultation with our key external stakeholders and the Department’s central and regional offices.

A key priority of the Department is to engage effectively with its stakeholders. The Stakeholder Engagement Framework seeks to:

  • ensure consistent, customised and strategic stakeholder engagement across the Department
  • enable better planned and more informed policies, projects, programs and services
  • position stakeholder engagement as core business for the Department
  • facilitate effective collaboration and knowledge sharing.

The Framework articulates the Department’s commitment to and principles of stakeholder engagement. When engaging with stakeholders we will be:

  • responsive and reciprocal
  • inclusive
  • impartial and objective
  • open, transparent and trustful
  • respectful.

The Department also considers that principles of mutual respect and trust are fundamental to establishing effective relationships and partnerships. In order to maximise the opportunities that effective stakeholder engagement can bring, we expect our stakeholders to be open, transparent, trustworthy and respectful in all engagement processes.

Through the Framework and related staff capacity-building initiatives, the Department is seeking to integrate stakeholder engagement principles into the Department’s policies, strategies and day-to-day operations. This commitment to stakeholder engagement will be mutually beneficial for the Department and our stakeholders as it will provide our stakeholders with the opportunities to contribute as experts in their field to policy and program development, participate in the decision-making process and have their ideas and issues heard.
