What are the Education and Training Reform Regulations 2007
The Education and Training Reform Regulations 2007 are a consolidated version of the regulations associated with the Education and Training Reform Act 2006.
They include three sets of Victorian Registration and Qualifications Authority related regulations – the registration and review of schools, the registration of home-schooling and the registration of education and training organisations.
They also include the updated Education Regulations covering:
- government schools - admission of students; times of school operation; discipline; school councils; parent clubs; and fund raising
- all schools - Education Maintenance Allowance and transport of students and travelling allowances.
The Victorian Registration and Qualifications Authority regulations and the Education Regulations were subject to public consultation through the Regulatory Impact Statement process earlier this year.
Why are these regulations being made?
The Education and Training Reform Regulations 2007 were made to:
- set out minimum standards for the registration of schools, education and training providers
- prescribe the minimum standards and procedures for the registration of persons, bodies or schools to provide an accredited course, or award, confer or issue a registered qualification
- set out the requirements and processes for the registration of home schooling to be prescribed in regulations
- provide for the conduct of elections for members of the Council of the Victorian Institute of Teaching
- provide for other matters to give effect to the Education and Training Reform Act 2006 and to reflect current education and training policy.
When will the regulations come into effect?
The Education and Training Reform Regulations 2007 came into effect on Sunday 1st July 2007 when the Education and Training Reform Act 2006 was proclaimed.
