Background to Consultation Process

Discussion Papers

In April 2008 the Victorian Minister for Education and the Minister for Children and Early Childhood Development released Discussion Papers on Early Childhood Development and School Reform.

The discussion papers proposed a five-year reform agenda, founded on a new integrated approach to the health, wellbeing, learning and development of Victorian children and young people, to deliver the best possible outcomes from birth through to adulthood.

The Blueprint discussion papers consisted of an:

  • Overview Discussion Paper
    This paper outlined the opportunities presented through the integration of the school education and early childhood development sectors. It described our vision for all Victorian children and young people and provided a conceptual framework for achieving our objectives. It also described the proposed cross-sectional actions that drew on existing linkages as well as possible new ones between schools and early childhood services.
  • Early Childhood Development Discussion Paper
    This paper outlined the proposed priorities and actions for early childhood services for children from birth through to eight years of age and provided a series of questions for comment.
  • School Reform Discussion Paper
    This paper examined our achievements and the on-going challenges we've identified since the release of the Blueprint for Government Schools (2003). It also presented a number of proposed actions to continue improving student outcomes over the next five years. 

 

Summit and Consultation Forums

As part of the Blueprint consultation process a Statewide Summit, hosted by the Minister for Education and the Minister for Children and Early Childhood Development, was held on 10 and 11 April 2008. This summit provided an opportunity for invited international experts, education and early childhood practitioners, stakeholders and senior departmental staff to discuss the Government's proposed reform agenda.

In addition, four half-day forums were held during early May 2008 in Traralgon, Geelong, Dingley and Moonee Valley. These forums focussed on the Blueprint discussion papers, with particular emphasis on the questions and proposed actions raised within these papers.
