In response to the Victorian Competition and Efficiency Commission’s 2011 inquiry Strengthening Foundations for the Next Decade: An Inquiry into Victoria's regulatory framework, the Government agreed to issue Ministerial Statements of Expectations (SOEs) to Victorian regulators.
Statements of Expectations have been issued to three education regulators: the Victorian Registration and Qualifications Authority (VRQA), the Victorian Institute of Teaching (VIT) and the Department in its capacity as regulator of early childhood education and care services. The Statements outline the Government’s expectations of how each regulator should improve its operations over 2014-15 and 2015-16.
The Statements benefit both regulators and the community by:
- establishing clear expectations of regulator performance and improvement between the responsible Minister/s and the regulator,
- promoting greater efficiency and effectiveness in the administration and enforcement of regulation, and
- assisting regulators to reduce the regulatory burden for providers and improve the transparency of regulatory processes.
The regulators responded to the Statements by outlining the activities they will undertake to meet the Ministers’ expectations.
