Towards Victoria as a Learning Community - position paper
In 2011, the Minister for Education, the Hon. Martin Dixon, MP delivered a special lecture at the Melbourne Graduate School of Education, The University of Melbourne.
The special lecture, titled Victoria as a Learning Community, laid out the Government’s broad vision for school education reform, with a focus on autonomy, professional trust and partnerships.
The Towards Victoria as a Learning Community (TVLC) position paper was released on 15 November 2012 and sets out a range of strategic, school-based reforms that will be pursued to support achievement of the Victorian Government’s education goals. These reforms include new expectations for professional practice, increased autonomy for schools, rigorous accountability arrangements, enhanced support for schools, and a commitment to strengthening partnerships.
TVLC builds on the teaching and leadership reform propositions presented in the New Directions for School Leadership and the Teaching Profession discussion paper released in June 2012 and the ideas presented in the Victoria as a Learning Community lecture (pdf 540.09 KB).
Review of Governance in Victorian Government Schools
As outlined in Towards Victoria as a Learning Community, the Government is committed to supporting schools to develop and implement a range of new school governance models.
The Department has commenced a Review of Governance in Victorian Government Schools.

The Compact: Roles and responsibilities in Victorian government school education
One of the key commitments outlined in TVLC is the development of a Compact with government schools. The Compact is designed to reflect the shared understanding between Victorian government schools and the Department regarding their respective roles and responsibilities in improving the learning and development outcomes of children and young people. A consultation draft of the Compact was released alongside TVLC in November 2012. Following consultation with a broad range of stakeholders the document has been revised and The Compact: Roles and responsibilities in Victorian government school education was released in Term 1, 2013.
